Description
AMENDMENT 2: TO EXTEND CLOSING DATE TO 25 June 2026. This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation 2026-O0028, 2026-O0037 (Part 19), and 2026-O0041 (Part 25) issued by the Department of War, which implements the principles of the Revolutionary FAR Overhaul (RFO). All FAR references herein are to the deviated text. This is a combined synopsis/solicitation for commodities prepared in accordance with the format in FAR Subpart 12.202(b), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. This is a competitive Request for Quote (RFQ) and the solicitation number for this requirement is FA2823-26-Q-A101. The Operational Contracting Division, Air Force Test Center at Eglin, AFB, Florida, requires Fire Bottle Servicing, in accordance with the attached PWS dated 22 April 2026. This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, as supplemented. In alignment with the Revolutionary FAR Overhaul (RFO), this order is solicited using full and open competition. Quotes submitted by all responsible sources will be considered for award. Any quote received from a responsible Contractor will be evaluated, as restrictive set-aside limitations do not apply to this solicitation. The North American Industry Classification System code (NAICS) is 541330, with a size standard of $25,500,000. Please identify your business size in your response based upon this standard. A firm-fixed priced purchase order will be awarded. CLIN STRUCTURE: 0001 Fire Bottle Maintenance as outlined on attached PWS One or more of the items under this acquisition may be subject to Free Trade Agreements. FAR 52.225-3, Buy American�Free Trade Agreements�Israeli Trade Act One or more of the items under this acquisition may be subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. FAR 52.225-5, Trade Agreements Please provide terms of any expressed warranty being offered and any price/discount terms. There will be no advanced payments. Award will be made to the lowest priced, responsible Offeror whose offer conforms to all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements. As of the date of this solicitation, there are no applicable FASCSA orders The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. The Government is not responsible for any costs incurred or associated with preparation and submission of an offer in response to this solicitation. NO OFFERORS WILL BE COMPENSATED FOR SUBMITTING AN OFFER. Offerors are not required to sign and return the SF1449 or any of the amendments (as applicable). The Representations are listed in the SF 1449. Please return the representations and certifications with the quote if they are not located in your SAM profile. The Contracting Officer has determined that there is a high probability of adequate price competition for this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer�s opinion, adequate price competition exists no additional price information will be requested. However, if at any time during the evaluation the Contracting Officer determines that adequate price competition no longer exists, Offerors may be required to submit information to the extent necessary to determine the price fair and reasonable. BASIS FOR AWARD: In accordance with RFO 12.203, the Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, represents the best value to the Government, price and other factors considered. In no particular order of significance, the following factors shall be used to evaluate quotes: I. Technical capability of the item offered to meet the government requirement II. Past Performance III. Price IV. SPRS IAW 252.204-7024 The government will not accept refurbished/used equipment. All offers must list the solicitation number, Commercial and Government Entity (CAGE) code, Company name, Point of Contact (POC), email address and phone number. If you need to obtain or renew a Unique Entity Identifier (UEI) Number or CAGE code, please visit https://www.sam.gov. Lack of registration in SAM database will make an offeror ineligible for award. Vendor must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer.
