Description
1.The 906th Contracting Battalion (RCO Daegu, South Korea) hereby submits this Intent to Sole Source Notice. The Government intends to award a firm?fixed?price contract to Advantor Systems Corporation for the procurement and installation of an Intrusion Detection System (IDS), Access Control System (ACS), and Closed?Circuit Television (CCTV) system. The Contractor shall provide and install all required equipment to manage access control points and intrusion detection for the new XXXX building, including entry and exit points, interior rooms, and exterior surveillance locations. All alarms shall annunciate to the Advantor ASN Server located at Building XX, with additional monitoring at BDOC, Building BXX. Installation need to be performed by an Advantor?certified installer to ensure interoperability and seamless integration with existing legacy Advantor Electronic Security Systems (ESS) currently deployed across Commander, Fleet Activities Chinhae (South Korea). 2. All sources may submit a capability statement or quotation, as applicable. However, under the Republic of Korea (ROK)�United States (U.S.) Status of Forces Agreement (SOFA), the U.S. Government cannot grant Invited Contractor or Technical Representative status for this requirement. Therefore, all interested sources�including U.S. firms�must already possess, or be able to obtain, the required ROK business licenses and must conduct business in accordance with all applicable ROK laws, including labor, taxation, and immigration requirements. 3. Advantor systems are installed throughout the installation, and this requirement must ensure full compatibility with the existing ESS architecture. Failure to integrate with the current Advantor configuration would create significant risks, including system incompatibility, loss of monitoring capability, degraded security posture, and non?compliance with Navy ESS configuration and certification standards. 4. This procurement action is being conducted in accordance with 41 United States Code Title 41 United States Code (U.S.C.) �4106(c) as implemented in Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i). 5. Interested parties who wish to challenge the sole source nature of this action must submit an interest letter (email acceptable) along with a capability statement demonstrating the technical expertise, certifications, and authorization necessary to compete for this acquisition. Submissions must include clear and convincing evidence that competition would be advantageous to the Government and would not result in cost or schedule impacts. 6.Responses shall be submitted to: SFC Domenico Torello, Contracting Officer Email: domenico.torello.mil@army.mil. 7.The Government will evaluate all information received to determine whether a competitive procurement is appropriate. The Government is not responsible for any costs incurred in responding to this notice.
