Issuance of the draft request for proposal (RFP) sections (Section C and Section H) is for planning purposes only and does not commit the Government to any contractual agreements or arrangements. The Government is not soliciting proposals with this request. Please note that the collection of the requested information does not obligate the U.S. Government to incorporate solicited comments or procure any services. Responses to this announcement will not be returned. The Government is not liable to pay any costs associated with companies responding to this announcement. Issuance of the draft RFP sections is intended to provide interested parties with information on the anticipated procurement and provide an opportunity for industry feedback into the preliminary design/structure. All information received resulting from these draft RFP sections will be used by the Defense Health Agency (DHA) as market research for future Managed Care Support requirements. However, responses may be releasable to the public under the Freedom of Information Act (FOIA) unless appropriately marked. The DHA, at its discretion, may request respondents to elaborate on information in their written response in writing or through other means. Respondents will not be notified of any results derived from a review of the information provided. Any responses from the Government are subject to change, as the requirements themselves remain in draft form. Interested parties will have opportunity to seek clarification from the Government for any remaining questions, particularly those pertaining to evaluation criteria, incentives, or contract requirements, at the final RFP stage. Background: The Department of War, through the DHA, is required to offer coverage to active duty family members, retired members, their spouses and children, and their surviving family members of the Uniformed Services, who have Medicare and TRICARE dual eligibility for services rendered in the United States and the U.S. Territories, subject to the provisions in Chapter 55, Medical and Dental Care, Title 10, United States Code (USC). The purpose of the TRICARE Medicare Eligible Program (TMEP2) contract is to provide claims processing and associated customer support services for claims submitted by and on behalf of MHS beneficiaries eligible for both Medicare and TRICARE benefits. The contractor provides the expertise of health care claims processing and its support services by incorporating and delivering the best practices of the private sector in support of TRICARE. Historically, the number of total claims processed per year ranges from 58,000,000 � 59,000,000, and the number of paper claims averages about 3% of that total. Submission Instructions: As part of ongoing market research, the Government is seeking industry comment on the draft requirements within Section C, Performance Work Statement, and Section H, Special Contract Requirements for the next generation TMEP contract. The Government encourages responses (comments and questions) from interested parties who are capable of responding to the entire scope of the performance work statement (PWS). All information provided to DHA is provided on a strictly voluntary basis, without compensation, and at no cost to the Government. The Government encourages interested and qualified parties to comment on the draft documents submitted. All responses shall be submitted using the Microsoft Excel response template provided with this announcement, titled �TMEP2 Draft RFP Response [ORGANIZATION NAME].� All comments and questions should be contained in the Excel document. Do not include any proprietary information in responses provided via the template, as DHA intends to share the comments and questions (and any DHA responses) with all interested parties. DHA will also accept an "overall" assessment of the RFP in narrative form submitted in Adobe Acrobat or Microsoft Word format. This assessment shall not exceed 5 pages. Interested parties may include proprietary or confidential information as commentary in this assessment document and are responsible for adequately marking such information. Proper restrictions shall be marked as such on each page. Only the Government and support contractors with signed non-disclosure agreements will review these submissions. The document should be free of logos except for the cover sheet. Please note that the Government will not adjudicate comments or questions included in this document. Only electronic submissions will be accepted. Each electronic submission shall include: "TMEP2 Draft RFP Response [ORGANIZATION NAME]� in the subject line. If the submission includes more than one (1) electronic email, the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line. A brief summary of the email�s content, the vendor�s name, point of contact, vendor size and socioeconomic status (if any), and contact information including mailing address. Submissions are to be emailed to Ms. Kristin Moore, Contracting Officer at kristin.m.moore13.civ@health.mil, and Mr. Addison Sexton, Contract Specialist at addison.t.sexton.civ@health.mil. The government intends to conduct an industry day with all interested parties. While submitting a response to the draft RFP is not a prerequisite for participating in the industry day, the Government highly encourages interested and qualified parties to respond. Any future information on this acquisition will be posted on www.sam.gov. It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes.
