Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with simplified acquisition procedures found in the Federal Acquisition Regulation (FAR) Revolutionary Far Overhaul (RFO) Subpart 12.2, effective 1 February 2026, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is intended to result in the issuance of a singular firm fixed price award. Solicitation Number N62789-26-Q-0017 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2026-01 with an effective date of 13 March 2026. This is a 100% small-business set-aside using NAICS Code: 611519, size standard: $21,000,000. Only small businesses will be considered for this award. CLIN 0001: Five day in-person instructor led Metrology Course to be provided for 20 Quality Assurance Personnel from 6/8/26-6/12/26. Quotes should be broken down as follows: Course Instruction $XX.XX + Course Materials $XX.XX + Instructor Travel $XX.XX + Other (if applicable) $XX.XX = Total Price $XX.XX. Offerors shall provide itemized pricing for: Course delivery, Materials, Instructor fees, Travel/lodging, and any optional services (if applicable). Pricing shall remain fixed regardless of actual attendance (up to 20 participants) TAKE NOTE OF REQUIREMENT FOR ENTRY TO THE FACILITY PER PARAGRAPH 12 �ACCESS REQUIREMENTS� IN SECTON C OF THE SOLICITATION. Course dates are firm. Proposed instructor�s information for credentialing, base access, etc. must be provided to the Government by May 22, 2026. The Government intends to evaluate proposals and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. EVALUATION FACTORS FOR AWARD: Award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the best overall value, price and other factors considered. In determining the best overall response, the combined non-cost/price factors are more important than the cost/price factor; however, cost/price is a significant factor. Offers will be reviewed for adherence to the solicitation/statement of work, then evaluated for technical acceptability and finally by price analysis. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical proposal is more advantageous to the Government and warrants the additional cost. To be deemed technically acceptable, quotes shall: propose instructor with minimum 5 years of metrology teaching experience, demonstrated experience in engineering, defense, QA or government settings, sample materials demonstrating instructional quality, and complete syllabus and agenda. Quotes shall be in PDF format, limited to 20 pages (excluding r�sum�s). See statement of work for additional details. Offerors must satisfy the requirements described in the performance criteria, as well as other RFQ requirements. Offers that take exception to any performance criteria are unacceptable. Quotations are due prior to 8:00AM EST, 15 May 2026. Late submissions will not be accepted. Offers should be submitted via electronic commerce.
