Description
Request for Information (RFI)/Sources Sought Notice: This is an RFI for planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future. The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested, and responses will be treated as information only and not as a proposal. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. The information provided in this RFI is subject to change and is not binding on the Government. The General Services Administration (GSA) may contact responders to this RFI to gain further information regarding products/services. REQUIREMENT: The General Services Administration (GSA), Office of Centralized Acquisition Services (OCAS) is conducting market research to identify commercial providers of Sovereign Autonomous Systems (drones, ground robotics, and sensors) that are fully compliant with the American Security Robotics Act (ASRA) of 2026 and FAR 52.240-1. OCAS intends to establish a centralized "Warehouse" model to provide federal agencies with pre-vetted, compliant robotics-as-a-service and hardware procurement, eliminating the risk of agencies unknowingly procuring or operating systems from "covered foreign entities." The primary objectives of this RFI are to: Gauge industry's current capabilities and maturity in providing ASRA-compliant sovereign autonomous systems. Understand best practices for ensuring hardware root of trust and data sovereignty. Identify potential vendors capable of supporting a centralized 'Warehouse' model for federal agencies. Inform GSA's acquisition strategy for future solicitations related to these systems. OCAS is specifically interested in systems that meet the following "Sovereign" criteria: ASRA Compliance: Verification that the system (including UGV, UAS, and humanoid robotics) is not manufactured or assembled by a "covered foreign entity" as defined by the Federal Acquisition Security Council (FASC). Hardware Root of Trust: Supply chain illumination for critical components (flight controllers, sensors, and communication modules) ensuring no adversarial firmware or backdoors. Data Sovereignty: Confirmation that all data (video, telemetry, LIDAR) is stored locally or in a FedRAMP-certified cloud, with zero data-routing to adversarial nations. NDAA Section 848/Blue UAS Alignment: While not limited to the Blue UAS list, systems must meet or exceed these cybersecurity standards. Please indicate which categories your firm provides: Aerial Systems (UAS): Short-range reconnaissance, infrastructure inspection, and delivery drones. Ground Systems (UGV): Autonomous perimeter security, hazardous material handling, and logistics bots. Robotics-as-a-Service (RaaS): Outcome-based models where the vendor provides the hardware, certified operator, and maintenance. Compliance Audit Services: Tools or services that can audit an agency�s existing "legacy" fleet for ASRA compliance. Interested parties are requested to submit a Capability Statement (not to exceed 10 pages) addressing: Supply Chain Origin: A summary of your manufacturing process and how you verify "Country of Origin" for sub-components. Operational Security: Your approach to encrypted communications and data protection for federal missions. Scalability: Your ability to fulfill "Warehouse" orders (e.g., shipping 50+ units within 30 days). Past Performance: Examples of successful deployment within federal, state, or high-security commercial environments.
