Description
NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 7 intends to award a contract in accordance with Federal Acquisition Regulations (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. NCO 7 intends to negotiate, and award to NACCI Construction. a sole/single source, firm-fixed price contract for construction. Project No. 509-24-250, Title: Cooling Towers CON located at Charlie Norwood VA Medical Center, 950 15th Street, Augusta, GA, 30904-2608 This project involves the complete demolition and replacement of the existing cooling tower system at the Charlie Norwood VA Medical Center Central Energy Plant in Augusta, Georgia. The work includes removal of the existing cooling tower, concrete basin, condenser water pumps, and related electrical and control systems, followed by installation of a new four-cell cooling tower, reinforced concrete basin, variable-speed condenser water pumps with NEMA 4 VFDs, new condenser water piping, insulation, and heat tracing. The contractor shall also provide a temporary cooling tower to maintain continuous plant operation during construction, integrate new systems into the existing JCI Metasys Building Automation System, and perform all associated structural, mechanical, electrical, and control work in accordance with VA standards and applicable codes. Upon completion, the contractor shall test, balance, and commission the new system to ensure full functionality and compliance with project requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued; however, any System for Award Management (SAM) registered firm that it can meet the requirement may give a written notification to the Contracting Officer in the form of a capability statement, including an explanation how the contractor would be able to effectively and efficiently perform the above functions.. Any prospective Construction firm will need to possess working knowledge of all issues that may arise and will assume the liabilities associated with all aspects of the design. Responses must be provided by May 22, 2026, by 16:00 PM MST. A determination by the Government not to complete this procurement will be based on market research, including responses to this notice. It is within the Government's sole discretion to decide whether the information received in response to this notice warrants development of an alternative approach or not. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. There will not be reimbursement to any firm to develop a response to this notice. The NAICS code is 236220 and the size standard is $45M. No responses to this notice are requested. No solicitation package will be issued. This notice of intent IS NOT a request for competitive proposals.
