In accordance with FAR 10, Market Research, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to the Sources Sought Notice. The purpose of this announcement is to gain market research knowledge of potential qualified sources and their size classification. The Department of Veterans Affairs Wilkes-Barre VA Medical Center, 1111 East End Blvd Wilkes Barre, PA 18711, is seeking potential sources capable of providing (2) new complete EMG systems and an HL7 management server to update hardware, applications, and operating system in accordance with the Draft Statement of Need (SON) below. Are you the manufacturer, distributor, or equivalent solution to the above items? If not, can you provide additional information, as shown below? This confirms compliance with the nonmanufacturer rule IAW 13 CFR 121.406(b) Nonmanufacturers. If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter, assemble, or modify the items requested in any way? If you do, state how and what is changed, assembled, or modified. If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, Point of Contact, and size status (if available). Please review salient characteristics within the Statement of Need and provide feedback or suggestions relevant to vendor s capabilities. Responses to this Sources Sought Notice shall be submitted directly via email to jefferson.mann@va.gov. Responses that only include generic marketing material and do not provide for capability to meet requirements may not be considered. Responses must be received no later than 4:00 pm ET, 05/22/2026. No solicitation document is available at this time. This notice is simply for Market Research Purposes Only. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The VA will not reimburse any potential contractors for any costs associated with this Sources Sought Notice. Statement of Need Electromyographs Background: Wilkes-Barre VAMC is seeking replacement Electromyograph (EMG) systems and an HL7/Database Server. The upgrade will include an upgrade to the Hospital Level 7 (HL7) interface application to ensure the secure transfer of patient data between the Electronic Medical Record (EMR) system and the EMG instruments. The vendor shall supply new complete EMG systems and an updated HL7 management server application to ensure Wilkes-Barre VAMC will have (2) fully functional EMG systems with updated applications, hardware, and operating systems. The Natus Nicolet EDX System is a Name Brand Product provided for reference of salient characteristics only. Salient Characteristics: (2) Complete Electromyograph (EMG) Systems Windows 10 LTSC or Windows 11 PC or equivalent Microsoft Office Pro Plus or equivalent US/North American Power Supply and connections EMG Clinical Point of Care Software or equivalent EMG Panel with required USB Cables EDX 2 Channel Amplifier EMG Probes EMG Cart EMG Cart Monitor Mounting Arm EMG EDX Amplifier Holding Arm Assembly 24-inch PC Monitor or equivalent 120 Volt Laser Jet Printer color or equivalent EMG Control Foot Switch Reusable surface temperature probe with 72" (1.8m) cord or equivalent (1) EMG HL7/Database Management VM Server Virtual Server Compatible with Windows Server 2022 Microsoft SQL 2022 license or equivalent HL7 ORM Import for Worklist HL7 ORU Export to Electronic Medical Record (1) CITRIX APPLICATION Citrix integration license for remote readers Compatible with VA CITRIX Additional Requirements: Equipment Installation/Setup Users application and hardware clinical training Delivery: All items must be delivered to the following location: 1111 East End Blvd Wilkes Barre, PA 18711
