Description
INTRODUCTION: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20 anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price Construction Contract to Project Number 668-24-102 Replace Windows Building 1, Mann-Grandstaff VA Medical Center, 4815 North Assembly Street, Spokane, WA 99205. DESCRIPTION: The Contractor shall furnish all supervision, labor and materials for the replacement of pre-1990 exterior windows of building 1. Building 1 is the main hospital building with nine (9) occupied floors (Basement eighth floor), a mechanical penthouse (ninth floor) and an elevator machine room (tenth floor). ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS Code is 236220 with a size standard of $45 Million. The solicitation is expected to be issued in February 2026. The period of performance is approximately 483-Calendar Days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to kyle.biessener@va.gov and kaycee.benson@va.gov by February 13, 2026, at 12:00 PM Pacific Standard Time. Telephone calls will not be accepted.
