Description

This is a solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation will not be issued. This solicitation is being issued as a request for quote. The solicitation number is 37270PR260016296. The United States Coast Guard is seeking a qualified mechanical contractor to furnish all labor, supervision, materials, equipment, tools, transportation, and incidentals necessary to replace failed refrigeration compressors and restore two existing air handling units (AH-1 and AH-2) to full operational service. The objective of this project is to safely replace the failed compressors, verify the integrity of each refrigeration system, eliminate any refrigerant contamination, and return both air handling units to reliable operating condition in accordance with manufacturer recommendations, applicable building codes, EPA regulations, and industry best practices. Provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2026-01 dated 13 March 2026. This is a small business set aside. The NAICS for this action is 238220 � Plumbing, Heating, and Air-Conditioning Contractors. The services in this solicitation are best represented by PSC Code J041 Maintenance, Repair, and Rebuilding of Equipment- Refrigeration, Air Conditioning, and Air Circulating Equipment. The line item associated with this requirement is as follows: ITEM � USCG Sector San Francisco Building 100 A/C Unit Repairs Quantity - 01 UOM - JOB FOB for this requirement is Destination. FAR provision 52.212-1, Instructions to Offerors � Commercial Products and Commercial Services, applies to this action. Offerors or quoters are urged and expected to inspect the site where the work will be performed. Site visits will be available on Tuesday, July 7, 2026, and Wednesday, July 8, 2026. Submitted offers shall contain the name, title, email address, and telephone number of the company point of contact who can legally bind the company contractually. The offer shall include a statement that all representations and certifications are current, complete, and accurate in the System for Award Management (SAM) as of the date of the submission. The offer shall include only those representations not maintained in SAM. Offer pricing shall contain a detailed breakdown showing the materials, personnel, and equipment necessary to complete the tasks in the Statement of Work. The detailed offer breakdown must clearly identify all costs that can materially impact the statement of work. The pricing offer must also include a total amount for all CLINs. It is the offeror's responsibility to ensure the information entered is correct and complete. Offerors shall submit a technical approach that describes how the materials, personnel, and equipment comprising the price quoted will be used to complete the tasks in the SOW. The technical approach must clearly address all aspects of the requirement as identified in the SOW. Offers shall be submitted on company letterhead. The government intends to make A firm fixed price award shall be made to the responsible offeror submitting the lowest priced offer that is evaluated as acceptable all evaluation criteria. Offerors must be registered at SAM.gov at the time of offer submittal and have a completed FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, on file. FAR clause 52.212-4, Contract Terms and Conditions � Commercial Products and Commercial Services, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Products and Commercial Services, applies to this acquisition. The following clauses cited in 52.212-5 apply to this acquisition: 52.222-50, Combating Trafficking in Persons; 52.226-8, Encouraging Contractor Policies to Ban Text Messaging While Driving; and 52.232-33, Payment by Electronic Funds Transfer � System for Award Management. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation. The contracting officer will not consider the following representations when making award decisions or enforcing requirements: paragraphs (d) and (t) of 52.212-3, Offeror Representations and Certifications�Commercial Products and Commercial Services and paragraphs (b)(33), (b)(34), (e)(1)(ix), and (e)(1)(x) of 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders�Commercial Products and Commercial Services. Additionally, in 52.212-5 paragraph (b)(46), E.O. 14057 does not apply. Entities are not required to update their entity registration to remove these representations in SAM. The government shall evaluate the technical approach to determine if the approach is reasonable and supports the tasks in the statement of work. Areas of the SOW that are not addressed in the technical approach shall cause the offer to be evaluated as unacceptable. The technical approach may be used by the contracting officer to determine whether an offeror is able to complete the requirements under the contract, and/or whether discussions will be conducted. The government shall evaluate pricing to determine whether proposed prices are complete and reasonable. Offers shall be emailed to the contracting officer and contract specialist.
