Description

This is a Sources Sought Notice in accordance with FAR Part 10, Market Research. This is for planning purposes only to assist in determining if this effort can be obtained competitively. If a solicitation is released, it will be synopsized and posted on the SAM.gov website. It is the responsibility of the potential offerors to monitor that site for additional information pertaining to this requirement, to include a subsequent solicitation. This Sources Sought should not be construed as a commitment by the Government for any purpose. This is not a Request for Proposal and no contract will be awarded from this Sources Sought. This notice DOES NOT constitute a procurement commitment by the U.S. Air Force, implied or otherwise. Respondents SHALL NOT provide any cost or pricing data as a result of this Sources Sought. DESCRIPTION: The 28th Contracting Squadron at Ellsworth AFB is seeking potential sources interested in providing all necessary labor, supervision, equipment, supplies, and materials to support a "one-stop shop" Contractor Operated Civil Engineer Supply Store (COCESS) located at Ellsworth, AFB South Dakota. The contractor shall acquire, issue, deliver, and store a variety of material (including hazardous material), equipment, parts, tools, and supplies for construction and facility maintenance and repair for use by authorized government personnel. The current contract FA4690-22-D-0002 is a Firm-Fixed Price Indefinite Delivery, Indefinite Quantity Contract. OBJECTIVE: A simplified method for authorized personnel to purchase quality material, tools, and equipment used for work orders, construction, recurring maintenance, and repair, and self-help type work. The store shall be located on Ellsworth AFB and provide easy access for authorized individuals and contain a wide variety of commercial and industry products (i.e. items found in commercial lumber hardware stores { e.g. Lowes, Home Depot, etc.} in accordance with the attached Statement of Work. It is anticipated that the contract will be a Firm Fixed Price contract with one (1) base year and nine (9) one year options. The estimated start date and end date for this contract is October 2026 through September 2036. The North American Industry Classification System (NAICS) for this effort is 332510-Hardware Manufacturing. INFORMATION AND INSTRUCTIONS: Respondents to the Sources Sought are requested to submit their statement of capability package. Statement of capability packages shall not exceed eight (8) pages in length and include the following: a. Company Information: Your Company's name, address, point of contact with email address and telephone number, Federal Cage Code, Product Service Code, and business size. Your company must be registered in the System for Award Management (SAM). To register, go to http://www.sam.gov. b. A Statement of Capabilities demonstrating the skills, experience, knowledge, and capabilities necessary to perform the work specified within the summary of requirements outlined above. Please limit your relevant past performance to the past three years and include Contract Number(s) or Customer/Company Name. c. Capability package responses shall be sent via email to Joseph Mace at joseph.mace.3@us.af.mil. Oral communications ARE NOT acceptable in response to this notice. d. Submit questions to Joseph Mace at joseph.mace.3@us.af.mil, by 27 January 2026. Paper copies of this announcement will not be provided. Any information received will be used soley for the purpose of market research. GOVERNMENT RESPONSIBILITY: Any information submitted by respondents to this Sources Sought is strictly voluntary and will be used solely for the purpose of market research.
