Description

This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Evoqua Water Technologies LLC., located at 111 47th ST. , Pittsburgh, Pennsylvania 15201. Services will be for one (1) base year with four (4) option years from 02/01/2026 through 01/31/2031 under NAICS 333310 PSC J046. The overall purpose of this requirement is to procure PM Services for clinical laboratory reagent water systems at the Southeast Louisiana Veterans Health Care System (SLVHCS) for pathology laboratory services at 2400 Canal St., New Orleans, LA 70119. This notice of intent is not a request for quotations; due to the unique characteristics needed for this service Evoqua Water Technologies LLC. is the only responsible source and no other supplies or services will satisfy agency requirements. Therefore, this service is typically procured through a Sole Source without competition under FAR 6.302-1. REQUIRED SERVICES: Contractor to provide the Specialized Water System PM Maintenance & Repair Services. Parts and materials used to complete the repair and maintenance authorized in accordance with Evoqua Water Technologies LLC. policies for the Southeast Louisiana Veterans Health Care System located in New Orleans, LA. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 01/03/2026 at 8:00 AM CST, to marcus.sidney@va.gov . When responding to this announcement, respondents should put Notice of Intent Evoqua in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after January 03, 2026, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Evoqua Water Technologies LLC. The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
