Presolicitation Notice Presolicitation Notice Page 3 of 3 Solicitation Notice *=Required Field Solicitation Notice Page 1 of 3 DESCRIPTION Presolicitation Notice Presolicitation Notice Page 4 of 4 Page 1 of 2 *=Required Field Presolicitation Notice Page 1 of 4 Page 1 of Solicitation Description This solicitation is to inform potential offerors that Canandaigua, NY VA Medical Center will be posting a solicitation (36C24226B0038) on or about February 13, 2026, to build out the new Health Fitness Center (HFC) and Whole Health (WH) Clinic. All work is to be performed at the Canandaigua, NY VA Medical Center. General scope of work includes: The general scope of this project is to build out the new Health Fitness Center (HFC) and Whole Health (WH) Clinic per the contract documents. Work includes the construction of partitions to create various offices and spaces and associated carpentry such as doors, finishes, and ceilings, as well as mechanical, plumbing, electrical, fire protection, and security type work. The existing shell space is newly constructed, and no hazardous materials are present. All work is to be performed during normal business hours though contractors shall anticipate work to be performed off hours for tasks such as building system shutdowns or other tasks that may impact patient care areas. Some work is required outside of immediate work area which may involve working in patient care areas which may have additional precautions mandated by the facility. Work may involve alterations and modifications to existing systems with selective demolition and requirement of re-balancing whole building systems. The breakdown of the work is as follows: Construction of 3 offices including Construction of 1 bathroom and associated plumbing Construction of a locker room, work out room, and group room including installation of rubber gym flooring Installation of security and access control systems Removal of existing and installation of new lighting and ceiling fans Partial removal and reconstruction of existing duct work and relocation of existing thermostats. Modification of existing fire alarm and sprinkler system to accommodate new layout and drop ceilings Area signage Provision and installation of select furnishings A brief overview of the construction work will be included with SOW in the solicitation. It has been determined that there are enough qualified Service-Disabled Veteran Own Small Business (SDVOSB) firms that are capable of performing under NAICS Code 236220 Commercial and Institutional Building Construction with a size standard of $45.0M. Therefore, this procurement is 100% set-aside for SDVOSB. The magnitude of the project is between $500,000 and $1,000,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid bonding will be required to respond to this IFB once released. It is anticipated that this contract will be awarded o/a March 2026. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the information for bid details, specifications, drawings, and contract forms will be available on http://www.sam.gov in electronic format only. Should be available on or about February 2026. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation by the time of bid opening. Once the solicitation is released, bids will be accepted electronically only, due to ongoing safety concerns regarding the COVID -19 pandemic.
