Description

This combined Synopsis/Solicitation is a Total Small Business Set Aside under NAICS 561210 Facilities Support Services with the applicable small business size standard. This combined synopsis/solicitation for commercial services is prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06. This announcement constitutes the only solicitation. The requirement under this contract is for the inspection, maintenance, repair, and service of HVAC systems and associated equipment, as detailed in the Performance Work Statement (PWS). The contractor shall furnish all labor, materials, tools, equipment, and supervision necessary to perform scheduled and unscheduled HVAC services to ensure reliable climate control operations. Locations of Service: 1. Primary Facility: 749 Highway 91, near Leadville, Colorado in Lake County Site Visit: Site visits will be held between March 12, 2026, and March 19, 2026. Site visits must be coordinated through the Plant Supervisor Jenelle Stefanic via email: JStefanic@usbr.gov. Participation is strongly encouraged to ensure complete understanding of system layout, site constraints, and service expectations. Interested vendors are encouraged to conduct a site visit prior to submitting a quotation to ensure a full understanding of the Governments requirements. Refer to the solicitation attachments for the Performance Work Statement (PWS), Price Schedule, Clauses and Provisions, and the Department of Labor Wage Determination applicable to this requirement. All correspondence regarding this Combined Synopsis/Solicitation should reference the appropriate RFQ number (140R6026Q0040) and LMDT HVAC Services in the subject line. Deadline for Questions: Questions must be submitted to the Contracting Officer no later than 3:00pm MT, March 20, 2026. Vendors should carefully review FAR 52.212 2, Evaluation Commercial Products and Commercial Services, which outlines the basis for evaluation and award.
