Description
PROJECT DESCRIPTION: The purpose and need for the project are to improve the recreational opportunities and enhance the experience for those visiting Hoffer Lake Park. The County Park Board has made improvements to the park over the years which has increased the visitation and usage of the facilities. The project aims to improve access and enhance experience by paving and widening 1.06 miles of 7th Street NE from 5th Avenue NE (CMC 4211) to the main park entrance and through the park terminating at the west end of the park at the unmarked road intersection (assumed 4th Avenue). SCOPE OF THE WORK: The scope of this project is to widen, and pave 7th Street NE from 5th Avenue NE (CMC 4211) through Hoffer Lake Park. Project will be advertised as Schedule A: From 5th Avenue NE 1.06 mile west through Hoffer Lake Park ending at the north part of the curve where future camping area expansion is planned. Scope includes the following: Reduce the design speed limit from 5th Avenue NE to 25 MPH zone at the park to allow for 0-foot clear zone. Pavement section width to 24-feet (11-foot lanes and 1-foot shoulders). This is consistent with other roads in the area and driver expectations. With the narrower width adjust grading to fit primarily on the existing road bench to minimize material import and wetland impacts. Remove reconditioning due to the project being 4R with earthwork.
