Description

The Office of Procurement Operations (OPO) on behalf of the Office of Science and Technology Directorate (S&T) hereby issues this notice of intent to award a sole source procurement. DHS OPO intends to solicit and award an extension of systems engineering and technical assistance (SETA) support services as a sole source Task Order modification to ManTech SRS Technologies, Inc. 2251 Corporate Park Drive, Herndon, VA 20171-4839. This is a notice of intent to solicit and award a sole source contract under the authority of FAR 6.103-1 �Only one responsible source and no other supplies or services will satisfy agency requirements�. The relevant NAICS code is 541611 Administrative Management and General Management Consulting Services, with a size standard of $24.5 million. The PSC code is R408, Support-Professional: Program Management/Support. Summary of the requirement Background The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Systems Engineering & Standards (SES) office provides matrixed Systems Engineering (SE) support to R&D and Acquisition Programs (including Human Systems Integration (HSI), Standards and Enterprise Architecture (EA) support), and key Department wide support functions. The division director acts as the Principal Technical Advisor to S&T Leadership in areas related to SE and represents S&T on the DHS Acquisition Review Board (ARB), providing technical risk information on major acquisition programs. SES is also responsible for performing Technical Assessments on DHS Acquisition Programs, as required under DHS Instruction 102-01-001; as well as acting as the DHS Standards Executive. SES serves as the S&T JRC Gatekeeper for all JRC Joint Requirements Integration and Management System (JRIMS) artifact reviews; provides SE advisory support to DHS Acquisition Oversight Offices; provides SE, HSI, Standards, and EA support to DHS Acquisition Programs and manages SE Policy and Guidance for the Department. In addition, SES leads DHS SE, HSI, and standards workforce development for the Department as well as the DHS HSI Community of Practice (CoP), the Systems Engineering Center of Excellence and the DHS Standards Council and implements provisions of the Invention Secrecy Act. SES also plays a significant role in the developing discussions of EA framework applications in the acquisition process. Scope The purpose of this Task Order is to obtain technical, program management, and administrative services for SES in the S&T Directorate within DHS. The Contractor tasks are all in support of Government personnel. Place of Performance: The primary place of performance will be at Government and contractor facilities in the metropolitan Washington, DC area. Period of Performance: Extension from June 18, 2026 through November 30, 2026. Market research is underway for a competitive recompete of these support services to support S&T currently, and as it expands and reorganizes. This competitive procurement is expected to take place during fiscal year 2026. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
