Description

The U.S. Army Corps of Engineers Portland District intends to issue a firm-fixed price (FFP), Invitation for Bids (IFB) No. W9127N26BA003 to meet the requirements of the West Coast Hopper Maintenance Dredging 2026. This dredging project includes work at Humboldt Bay Bar and Entrance (HUM) in California, Coos Bay Entrance (COO) in Oregon, the Mouth of the Columbia River (MCR), the Lower Columbia River (LCR) in Oregon and Washington, and East Sand Island (ESI) in Oregon. The contractor shall furnish a suitable hopper dredge and support equipment to perform all work required to remove the specified materials from within the dredging pay area limits. The anticipated period of performance for work is 1 April 2026 through 15 December 2026. The required start date at LCR will be between 15 June 2026 and 10 July 2026. Water quality monitoring will be required in accordance with the current water quality certificates. Approximately 3,200,000 cubic yards of routine maintenance dredging at HUM, LCR, and MCR will be included as mandatory line items, with additional optional items including HUM, COO, and ESI for approximately 1,600,000 cubic yards, to be awarded based on project needs and availability of funding. USACE intends to host the second virtual pre-solicitation meeting on 12 January 2026 at 11:00 am Pacific Time to openly share information and discuss the project and assumptions prior to the solicitation being issued. The final solicitation will be available for download on or about 20 January 2026 with bids due 30 days after advertisement. This procurement is anticipated to be solicited allowing for full and open competition (unrestricted) and is open to both small and large business concerns. A small business subcontracting plan will be required for large businesses. The NAICS code for this procurement is 237990, Dredging and Surface Cleanup Activities. The small business size standard is $37 million. The magnitude of construction is between $25,000,000 and $100,000,000. To participate in the pre-solicitation meeting, contact the Contracting Officer, Brandon Lasich (brandon.m.lasich@usace.army.mil), and Julia Carlton (Julia.b.carlton2.civ@usace.army.mil) by 8:00 am Pacific Time on 12 January 2026 for meeting information, and provide the names and email addresses of the individuals who will be attending. Call-in information will be provided to attendees via email at least one day prior to the scheduled call. This pre-solicitation meeting is informational only. Any bids received in response to this notice will not be considered or evaluated.
