INTRODUCTION The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing, commercial, off-the-shelf, web-based electronic subscription to three (3) APA Mental Healthcare databases: PsycINFO, PsycARTICLES, and PsycBOOKS, which will be made available throughout the VHA healthcare system. DESCRIPTION Please see the attached DRAFT Performance Work Statement for requirement details. ADMINISTRATIVE This is a Pre-Solicitation Notice Only and serves as the synopsis of the contract action in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 5.101 and 5.201.� A written solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with RFO Parts 12 and 15. � The solicitation will be competed on a full and open basis. � The NAICS Code for this procurement - 519290 Web Search Portals and All Other Information Services, size standard of 1,000 employees. The Product/Service Codes is R605.� Interested contractors should watch for the issuance of the solicitation which will have specific instructions and requirements associated with this procurement. The tentative timeframe for issuing the solicitation is the Third Quarter Fiscal Year 2026 (FY26). � This is a PRE-SOLICITATION NOTICE ONLY This is not a request for pricing at this time.
