Description

NOTICE OF INITENT TO SOLE SOURCE 22 January 2026 This notice is issued under FAR Part 13.5, Simplified Acquisition Procedures, and FAR 13.1061(b)(1)(i), soliciting from a single source. The anticipated NAICS code is 541519 � Other Computer Related Services, and the anticipated PSC is 7A21 � IT and Telecom: Business Application Software (Perpetual License Software). The USMC Regional Contracting Office (RCO), Marine Corps Installations�National Capital Region (MCI-NCR), Quantico, VA, intends to award a sole-source contract to: BAE Systems Information & Electronic Systems Integration Inc. 10920 Technology Place San Diego, CA 92127. This requirement is for the procurement of SOCET GXP licenses and associated maintenance support currently in use by the requesting activity. Based on market research and system ownership, BAE Systems is the only source capable of providing the required software and support. The RCO intends to award this action under the authority of FAR 13.1061(b)(1)(i), as the requirement does not exceed the simplified acquisition threshold and only one responsible source is identified. Award is anticipated on or about 02 February 2026 using non-competitive procedures under FAR Part 13. The planned contract will include a 12-month base period, with an anticipated period of performance from 01 February 2026 through 31 January 2027. This notice is not a request for competitive quotes. However, interested and responsible sources may submit a capability statement, authorized reseller documentation, or other relevant information for consideration. All submissions received by the response deadline will be reviewed. The Government will use any information received solely to determine whether a competitive procurement is appropriate. The decision to compete or not compete this requirement remains at the sole discretion of the Government. Responses shall be emailed to Gabrielle Woolfolk at gabrielle.r.woolfolk.civ@usmc.mil and Kellie Holley at kellie.holley@usmc.mil no later than 28 January 2026, 8:00 AM Eastern Daylight Time. Late responses will not be considered.
