Description

This notice constitutes an Invitation for Bids (IFB), Solicitation W50S8A-26-B-A008 to replace the Active Vehicle Barriers at Pease Air National Guard Base (PEASE ANGB), Newington, NH. The Government seeks to award a single firm fixed price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools equipment, appliances and supervisors needed. The anticipated contract duration shall be approximately 45 days. Please refer to the attached Statement of Work included in this solicitaiton. Also be sure to review the attached SF1442 for a complete listing of the applicable provisions and clauses. Please note that the Government is setting this requirement aside as a total 100% small business set aside under the North American Industrial Classification System (NAICS) 237310- Highway, Street, and Bridge Construction which has a small business size standard of $45.0M. The associated PSC code is Z2LB. Interested parties shall provide their bids to the Government by the closing date and time of this solicitation and shall be available for public opening on 17 June 2026 at 10:00 EST at the Portsmouth Armory located at 801 McGee Drive, Portsmouth, NH 03801. Bids shall either be mailed directly to the government at 302 Newmarket Street, Newington, NH 03803 by the time specified in the solicitation or hand carried to the Portsmouth Armory on opening day. The Government cannot accept bids electronically. Interested bidders are strongly encouraged to review the "Instructions to Bidders" in section 00 21 13 of the solicitation. This posting also constitutes a notice of a site visit which the Government will conduct on 22 May, 2026, at 10:00 AM EST on-site at Pease ANGB. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements. AMENDMENT 0001: - Please review attached SF 30 for Amendment 0001 to this solicitation. SF 1442 will reflect changes detailed in the SF30. Specifically, this amendment extends the bid opening to 17 June 2026 and updates the provisions & clauses 52.222-90 (IAW Deviation 2026-O0040).
