Description
Public Notice of Intent This notice is NOT a solicitation announcement, NOT a request for competitive quotes, NOT a request for proposals and does not obligate the Government. This is a public notice that the government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 253 (c) (1) FAR Part 6.302-1. The Department of Veterans Affairs, Margaret Cochran Corbin VA, NYHHS Manhattan intends to award a sole source contract. This public notice is being issued in accordance with FAR Part 5.203(a). This action will result in a Firm-Fixed Price contract with a period of performance of ninety (90) calendar days. The Government intends to solicit and negotiate with the following source: JETEX MECHANICAL, LLC 491 E 53RD STREET BROOKLYN, NY 11203 This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than February 3, 2026, at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after February 3, 2026, at 10:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with JETEX MECHANICAL, LLC. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Yingjie Yeung who can be reached at Yingjie.Yeung@va.gov. The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. Objectives: The objective of this acquisition is for successful completion of Mental Health Unit 17N in accordance of VHA Directives and Regulations. Period of Performance: The total project duration for this project is not to exceed 90 days from Notice to Proceed (NTP). This includes all processes starting with submission and approval of all submittals and ending with final punch list completion. Place of Performance: The place of performance for this contract is the Margaret Cochran Corbin VA Manhattan Campus located at 423 E. 23rd Street, New York, NY 10010. Scope: The proposed sole source contract is for the procurement of the remaining construction services for 630-26-203 Mental Health Compliance 17N. The proposed contract action will be a firm fixed priced contract. The NAICS code is 236220 with size standard of $45 Million. Magnitude of Construction is between $500,000.00 and 1,000,000.00 The contractor shall urgently perform all work necessary to correct MEHOC-identified life safety, ligature, and security deficiencies within Mental Health Inpatient Unit 17N. The goal is to achieve full regulatory compliance, patient safety, and operational readiness no later than May 1, 2026. This project is designated an Emergency Contract due to imminent patient safety risks inherent in noncompliant behavioral health environments. The proposed contract will cover identical construction, life safety, ligature mitigation, and security corrections on the north side mental health unit, which is a mirror-image ward with identical deficiencies, regulatory requirements, and operational constraints. The work must be completed no later than May 1, 2026, consistent with MEHOC findings and VA patient safety requirements. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI): None Security Requirements: Contractor employees and subcontractors will be required to secure facility ID badges from VA Police Department Existing Conditions: The Margaret Cochran Corbin VA Medical Center is located at 423 East 23rd Street, New York, NY 10010. Normal working hours are Monday Friday 8:00am 4:30pm. This project is expected to begin roughly around February of 2026 upon the completion of 60 day run. Coordination with the current contractor through the VA COR will be required. The north side is functionally and structurally identical to the south side that was recently completed by JETEX Mechanical LLC. The scope, hazards, construction sequencing, regulatory constraints, and mental health safety requirements are the same. This constitutes a follow-on acquisition for highly specialized services in a behavioral health environment. Immediate MEHOC Compliance for Mental Health Unit 17N.
