N0016426Q0088 � SOLE SOURCE � VSX VISIBLE LIGHT SPHERE � FSG 5855 - NAICS 334511 ISSUE DATE 12 MAR 2026 � CLOSING DATE 27-MAR-2026 � 11:00 p.m. Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for a quantity of one (1) 4-inch Integrating Sphere with .001 to 1,250 fl, Sphere Controller, 25-Foot Cable, Ethernet, GPIB and RS-232, Santa Barbara Infrared Part Number VSX-04-P-A-L-25-EGS. The required delivery date is 9/30/26. This requirement is anticipating a sole sourced firm fixed priced commercial purchase order utilizing PSC 5855 and NAICS 334511. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Santa Barbara Infrared Inc., cage code 0B0B2, out of Santa Barbara, California, under the authority of FAR 12.201-1. This is being solicited on a sole source only basis because Santa Barbara Inc. is the Original Equipment Manufacturer for the VSX Sphere and they are not willing to provide the technical data package to equip the Government in re-engineering this device. The requirement is in support of the testing of the LCS Toplite Electro-Optics Sensos systems in the lab. These tests are performed to ensure A condition assets provided the LCS fleet. This will be sole source to Santa Barbara Infrared Inc. due to the LCS collimating work bench setup, communication, and the fit/form/function the bench has been configured to this specific unit with no other viable options on the market that would not incur duplication of a redesign and testing efforts. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov. This solicitation is being issued pursuant to the procedures at FAR 12.201-1 Commercial. as a written Commercial, Firm Fixed Priced Request for Quotes. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N0016426Q0088 is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/. It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
