In accordance with RFO 12.201-1 (c) (2) Contracting Officer has chosen to solicit quotations directly from suppliers. Presolicitation Notice (1) Point of contact: Moises Flores, at moises.flores.1@spaceforce.mil , Christopher Hummel at christopher.hummel.6@spaceforce.mil and Scott Yeaple at scott.yeaple@spaceforce.mil (2) Set-asides: N/A, Full and open competition (3) Codes for services or supplies: W038 Lease or Rental of Equipment�Construction, Mining, Excavating, and Highway Maintenance Equipment/The associated North American Industrial Classification Standard (NAICS) is 238990 � "All Other Specialty Trade Contractors, the size standard is $19.0 Million. (4) Description of Requirement (i) The Space Cowboys (2 SLS/DOC) are supporting the Mk21-b �Trinity� mission scheduled for an ILC in quarter three (Q3) 2026. Part of the team�s role involves Emplacement and Removal operations, which require regular training to maintain proficiency. This effort supports the Rocket Systems Launch program (RSLP) program office directed training DOC is required to perform prior to ILC. A mobile crane solution is required to support the training exercise expected to take place May-July 2026. The required mobile crane solution consist of one (1) mobile crane capable of lifting 22,293lbs (Strongback weight) + 80,380lbs (Full weight training booster + rigging equipment) from a maximum 75ft radius with a hook height of 85 ft for 2 days with an option to extend an additional day if operations experience delays. Additional information on this requirement is provided in the attached Statement of Work titled Attachment 1- SOW 2SLS TP01 Mobile Crane Rental May 2026 _Dt 23 March 2026 (ii) The Government intends to award to the responsible offeror who�s quote, conforming to the solicitation, represents the best value to the Government. The Government will determine best value, based on an evaluation of price and other factors. Factors: Price Technical Acceptability. (iii) One or more of the items under this acquisition is subject to Free Trade Agreements. Interested parties may direct questions to the primary or alternative points of contact on this presolicitation notice by no later than 10 Apr 2026 @ 1:00 P.M. Pacific Daylight Time.
