Description

The purpose of this modification (#2) is to answer additional questions: Questions: 1. My firm is interested in the replace electrical switchboard job and wanted to clarify the role of the Environmental Safety & Health personnel you called for in the 1. Professional Qualifications section a. Is your intent that they are a part of the design team and ensure the design team's safety during on site surveys? Or are they intended to be part of CPS capacity that our firm is providing and monitoring the contractor's work progress? ANSWER: The intent behind including Environmental Safety & Health personnel is to include reviews from their discipline during the design phase of the contract as these are major areas to consider on all projects within the John J. Pershing VAMC. The intent was not to have them ensure the design team s safety or monitoring the contractor s work progress. 2. On page 7 of the RFQ under Professional Qualifications, you list an Environmental Safety & Health resume. Could you please clarify which specific discipline you are looking for, such as an environmental engineer, industrial hygienist, or another related role? ANSWER: An environmental engineer would be ideal. As mentioned in response to one of the other questions from a different firm, the intent is for professionals with a background in environmental safety and health to be part of the design team and design with such disciplines in mind. 3. Additionally, in the same section, you note that Designers of Record must be professionally registered in Missouri or in a state recognized by Missouri. Could you please confirm whether licensure within the U.S. would meet this requirement? ANSWER: As the presolicitation notice states, all designers of record must be professionally registered in the state of Missouri or in a state which Missouri has recognized their license. For questions regarding reciprocity or recognition of other states licenses by the state of Missouri, please review the Missouri Division of Professional Registration website for additional information and relevant forms. https://pr.mo.gov/architects.asp 4. On page 4 of 5 paragraph "l." the Org Chart requirement of the entire firm is noted. Please clarify if you want all departments in the company or just the departments that will be servicing this project? If you require all of our departments, would you change the page size allowance to 81/2 x 14 instead of 81/2 x 11 so that we can provide our full departmental firm-wide org chart? ANSWER: Organization Chart is for the staff relevant to this project. Pages stay 81/2 x 11. 5. On page 8 of 11 paragraph "4." you request final CPARS. Would you waive that requirement as we are not in control of when the VA provides a final CPARS? ANSWER: Firms may also provide past performance questioners or similar as past performance documentation. Submitted CPARS should be final. 6. On page 7 of 11 paragraph "1 b." will you waive the Missouri registration for Designer of Record disciplines since this is a Federal Campus? Also, would you clarify reciprocity as it has different meanings depending on the state? ANSWER: As the presolicitation notice states, all designers of record must be professionally registered in the state of Missouri or in a state which Missouri has recognized their license. For questions regarding reciprocity or recognition of other states licenses by the state of Missouri, please review the Missouri Division of Professional Registration website for additional information and relevant forms. https://pr.mo.gov/architects.asp 7. Would you extend the due date by 2 weeks? ANSWER: No. However, we have extended the due date to 2:00PM, February 23, 2026. 8. Please specify which states have professional Licenses that are recognized or reciprocal to/for the State of Missouri that are acceptable by the VA. ANSWER: As the presolicitation notice states, all designers of record must be professionally registered in the state of Missouri or in a state which Missouri has recognized their license. For questions regarding reciprocity or recognition of other states licenses by the state of Missouri, please review the Missouri Division of Professional Registration website for additional information and relevant forms. https://pr.mo.gov/architects.asp END OF MODIFICATION
