Description
This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H70126R00019 Lame Deer Heliport and Structure Remediation, located in Lame Deer, MT. These construction services will be in support of the Indian Health Service (IHS) prepared in accordance with FAR Part 36. The Government anticipates releasing the solicitation on or about 10 March 2026 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov. SCOPE OF WORK: The existing heliport at the Northern Cheyenne Health Center in Lame Deer, Montana is failing due to concrete cracking and spalling and requires complete replacement. The facility�s structural support systems for the ambulance bay, emergency entrance, and loading dock have also failed and require remediation to restore full operational capacity. The project includes the full demolition and replacement of the existing heliport along with structural concrete remediation work at the ambulance bay, emergency entrance, and loading dock. Major elements of work include: o Demolition, reconstruction, and commissioning of the medical facility�s heliport, including all associated airfield concrete work; o Construction of sidewalks and ramps for patient transport between the heliport and the facility; o Installation of an electrical lighting system suitable for nighttime and low-visibility helicopter operations; o Replacement of the heliport safety fence, access gates, and associated site improvements; o Structural concrete remediation including installation of new beams, columns, and concrete flooring for the ambulance bay and drive, emergency entrance, and loading dock; o Installation of a crawlspace HVAC system to reduce humidity levels. Firms that respond to the upcoming solicitation must demonstrate recent experience (within the past 6 years) with both (1) heliport or airfield demolition/construction AND (2) structural concrete remediation of building support systems. A lack of experience in either requirement may result in a determination that the respondent is not capable of performing this requirement. LOCATION OF PROJECT: All work shall be performed at the Northern Cheyenne Health Center at 420 Cheyenne Ave, Lame Deer, MT 59043 TERO: TERO fees do apply. (More information will be released in solicitation, but the TERO contact can be reached at 406-477-6287 CONSTRUCTION DURATION: Period of Performance is 120 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000. SITE VISIT: Details regarding the Site Visit will be included in the solicitation. NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. CONTRACT TYPE: The Indian Health Service intends to award a single Firm Fixed Price (FFP) contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. This project will be solicited as Unrestricted, Full and Open, under North American Industry Classification System (NAICS) code 237310 Highway, Street, and Bridge Construction. The associated size standard for this procurement is $45 million. Registration in the System for Award Management (SAM) database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://sam.gov. Contractors are encouraged to complete SAM registration as soon as possible; the Government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
