Description
1. Action The Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC) at Hanscom Air Force Base, Massachusetts, provides this Notice of Contract Action (NOCA). In accordance with FAR 5.2, the Government intends to solicit and negotiate a modification with a single source, Mesotech International Inc., under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.� 2. Description of Requirement The Government requires the procurement of new FMQ-23 fixed-base weather systems and their proprietary parts. This action will modify the existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract, FA2330-23-D-B001, to include the acquisition of these systems. Market research, including a Request for Information (RFI) [Notice ID FBWSFY26A001, 2 October 2025], was conducted to identify potential sources. The results of this research confirmed that Mesotech International Inc., as the Original Equipment Manufacturer (OEM), is the only source capable of providing the required systems and proprietary parts. The current contract, originally awarded to Mesotech via a competitive small business set-aside, is for the maintenance and lifecycle support of these systems. 3. Submission of Information Submissions must be sent via email to the Point of Contact listed on this notice by 25 February 2026. Capability statements should be brief and preferably not exceed 3 pages. 4. Disclaimer This notice is for informational purposes only. It does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it commit the Government to a specific acquisition approach and shall not be construed as an obligation on the part of the Government. The Government will NOT pay for any information received in response to this NOCA nor compensate respondents for costs incurred in developing a response. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. 5. Agency Ombudsman In accordance with FAR 16.505(b)(8), the Government has appointed an Ombudsman to review complaints from contractors and ensure they are afforded a fair opportunity to be considered. The Ombudsman is a senior Government official who is independent of the Contracting Officer and can provide an impartial review of the matter. The Ombudsman does not have the authority to reverse a decision but can report findings and make recommendations to appropriate officials. The AFLCMC Ombudsman is Colonel Paul W.
