Solicitation Notice: Renovation of Building 305, Youngstown Air Reserve Station 1. Action and Classification Solicitation Number: FA665626B0002 Project Title: ZQEL 19-0016 - MAINTAIN/REPAIR/CONSTRUCT VARIOUS ROOM RENOVATIONS AT BUILDING 305 MX COMMANDER OFFICES Issuing Agency: 910th Airlift Wing (AFRC), Youngstown Air Reserve Station, Ohio NAICS Code: 236220 - Commercial and Institutional Building Construction Set-Aside: This acquisition is anticipated to be a 100% HUBZone Small Business Set-Aside. The awardee must be HUBZone certified at time of award. 2. Project Description The 910th Airlift Wing has a requirement for the renovation of a portion of Building 305; Aircraft Maintenance Hanger Remodel of Commander's Suite Area, and portion of hallway leading to commander's suite. The designated contractor shall furnish all labor, equipment, and materials to perform the work as specified. The scope of work includes but is not limited to the following: Remove existing walls, doors and drop ceiling from room 248- 249. Remove electrical within interior walls, relocate too new wall. Remove carpeting from 246-247-248-249. Install new walls as per plan. All walls to be painted, new vinyl base cove to be installed. Hallway base cove to be 6� (Wedgewood Blue). Remove and Replace doors with solid cherry finish, existing hardware to be reused and kick plates to be replaced. From existing doors to be installed on new doors. Metal Jambs to be painted. Install 6� x 4� picture windows as shown. Existing Duct Work in Hanger to be rerouted as shown. The estimated magnitude of construction for this project is between $100,000 and $250,000. A single Firm-Fixed Price award is anticipated. 3. Mandatory Site Visit A mandatory site visit for all prospective offerors will be held to allow for the inspection of the project site and existing conditions. Date: Monday, June 22, 2026 Time: 10:00 AM Eastern Daylight Time (EDT) Location: Interested parties shall meet at the Visitor Control Center, Main Gate, Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna, OH 44473. Important: All attendees must be vetted for the site visit. Please complete Attachment 5 - 910 AW EAL Application 2026, and return to ryan.cooley.5@us.af.mil no later than 12:00 PM EDT on 15 June 2026, to ensure base access can be arranged. 4. Solicitation Information All questions related to this solicitation should be submitted to ryan.cooley.5@us.af.mil and lori.jenkins.1@us.af.mil by 4:00 PM EDT on Thursday, 25 June 2026. Answers will be posted to SAM.gov on or before Wednesday, 1 July 2026. It is the responsibility of interested parties to monitor SAM.gov for any subsequent amendments. The closing date for bids is 11:00AM EDT on Wednesday, 22 July 2026. To be eligible for award, prime contractors must have an active registration in the SAM database under NAICS code 236220. 5. This project is subject to the availability of funds. All responsible small business sources may submit a proposal, which should be considered by the agency. 6. Amendment to remove Section 1.2.2 - Base Beautification Attachment 6 - General Requirements, Section 1.2.2 Base Beautification, Tree Plantings TREE CITY USA is deleted from the from the scope of work for this project. Disregard any reference to contractor requirement to incorporate planting of trees in bid preparation.
