Description

ISDRA FEE COLLECTION SERVICES 2026-2027 The Bureau of Land Management (BLM), California, El Centro Field Office, is conducting market research to identify qualified contractors capable of providing fee collection services for the Imperial Sand Dunes Recreation Area (ISDRA). This notice is issued solely for information and planning purposes and does not constitute a request for quotes or a solicitation. The Government requires a contractor to furnish all labor, materials, supplies, equipment, services, and transportation necessary to support the ISDRA fee program. Required services include: � Supplying weekly and season permits for sale � Developing and maintaining a public facing website for online permit sales and customer service � Distributing permits through third party vendors along ISDRA travel routes � Providing personnel to staff two ranger stations to perform administrative tasks, customer service, and on site permit sales � Standard office hours: 8:00 a.m. � 4:30 p.m. PT, Monday through Sunday � Extended/holiday hours: 8:00 a.m. � 10:00 p.m. PT, as required in the Performance Work Statement (PWS) The anticipated period of performance includes a base year plus four option periods. Based on responses received, the Government may determine whether to set aside the acquisition of small business or proceed with full and open competition. The applicable NAICS code will be identified in the upcoming solicitation. Interested parties should submit the following information: (a) Business name, address, phone number, UEI, business size under the applicable NAICS, socioeconomic status (e.g., SDVOSB, HUBZone, 8(a)), and a point of contact (b) A capabilities statement demonstrating the ability to perform the required services (c) A positive statement of intent to submit a quote when the solicitation is issued Responses must be emailed to lehlinger@ios.doi.gov no later than close of business on March 18, 2026. The attached �draft� PWS is provided for reference and is subject to change. All contractors must be registered in the System for Award Management (SAM) at http://www.sam.gov prior to award. Lack of SAM registration will preclude eligibility.
