Description

Subject: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office West (RPOW), Network Contracting Office (NCO) 21, on behalf of the Veterans Integrated Service Networks (VISN) 21, VA Central California Health Care System (VACCHCS). The purpose of this Sources Sought Notice is to conduct market research to support the procurement of a motorized weight trolley. This notice serves to survey the market in an attempt to ascertain whether or not sources are capable of providing the requested supplies/services. This notice allows potential contractors/vendors to submit a non-binding statement of interest and documentation demonstrating their capability. The qualifying North American Industry Classification System (NAICS) code for this effort is 339113 Surgical appliance and supplies manufacturing. Additionally, this Sources Sought is to gain knowledge of potential qualified sources and their size classification(s) (Service Disabled/Veteran Owned Small Business (SD/VOSB), Hub zone, 8(a), small, small disadvantaged, woman-owned small business, or large business) relative to NAICS 339113 and the Size Standard of 800 employees. Responses to this notice will be used by the Government to make appropriate acquisition decisions. After reviewing the responses to this notice, a solicitation announcement may be published. Responses to this notice are not considered adequate responses to any corresponding solicitation announcement. All interested offerors are requested to respond to this notice but are required to respond to the official solicitation announcement in order to be awarded the contract. Background: The Department of Veterans Affairs is conducting market research to identify vendors capable of providing a motorized weight trolley. The weight cart is the only innovative solution with a motorized power drive setup and selectable weight choices in a small footprint, for any setting. Its primary function is to safely transport and apply test weights to patient lifts, ceiling lifts, and other lifting equipment without requiring any manual lifting by the technician. By eliminating the need to physically carry or stack heavyweight plates, the IMMO trolley significantly reduces the risk of musculoskeletal injury and enhances the efficiency, accuracy, and safety of lift certification work. Must be an electric cart with a motorized drive Must be able to adjust speed control to move forward and back at safe speeds Overall length must not exceed 36" Overall width must not exceed 36" Must have at least 1200lbs of stackable weights, single stacked, that fit within an attached frame on the cart Must have easy adjustment for weight selection Must be battery-operated and have a removable battery Must have an extra battery Strap and connector kit Must have a station charger Must have anti-tip protection Must have a parking brake Must have an emergency stop function Note: Issuance of this notice does not constitute any obligation whatsoever on the part of the Government to procure these supplies and/or services, or to issue a solicitation, nor to notify respondents of the results of this notice. No solicitation documents exist at this time; however, in the event the acquisition strategy demonstrates that General Services Administration (GSA) is a viable option for procuring a solution, the Request for Quote (RFQ) shall be posted to GSA eBuy, where only those firms that currently hold a GSA Schedule with the applicable SIN will be able to respond. The Department of Veterans Affairs is neither seeking nor accepting unsolicited quotes, and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought notice.
