INVITATION FOR BID (IFB) No: 70Z08826B0000123, FY26 REPAIR & REPLACE ATON AT THE U.S. COAST GUARD (USCG), BASE TONGUE POINT/COLUMBIA RIVER; ASTORIA, OR; PSN 20041934 Z2BC - REPAIR OR ALTERATION OF RADAR AND NAVIGATIONAL FACILITIES 237990 - Other Heavy and Civil Engineering Construction BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. Project Description: In accordance with attached Specifications dated/approved 08Apr2026. (Subject to change at the discretion of the Government). Contractor shall provide all necessary supervision, labor, materials, equipment, power, and personnel to accomplish work installing, replacing, and/or removing ATON structures in the Columbia River Area/U.S. Coast Guard (USCG) Base Tongue Point, located at Astoria, Oregon. Work includes, but is not limited to: Standard ATON Maintenance work which includes removals, replacements, and repairs of damaged ATON structures. See appendix A, appendix B, and attached Specifications for scope requirements. ATON structure fabrication. Surveying of completed range structures to ensure proper positioning. Structures will be constructed within in-water work window limitations. The Columbia River in-water work window for this project is November 01, 2026 thru February 28, 2027. ALL In-Water work must be completed by February 28, 2027.The procurement estimate is between $1,000,000.00 and $5,000,000.00. The NAICS for this project is 237990. This requirement is issued as an Invitation for Bid (IFB) which will result in the award of a single Firm Fixed Price (FFP) Contract. Please carefully review all attachments. Submitted BIDs must include the following information: One (1) completed copy of the SF 1442 (Appendix A) Signed copies of all amendments, if applicable. IFB-Section B, schedule of Prices IFB- Section K, Reps and Certs (note IFB highlighted sections) IFB- Section L, Bid Bond (Standard Form 24) IFB- Section K.8 (if applicable)- Certification of Authority to Bind Corporation. Bids shall be up-loaded via DOD Safe from July 20, 2026 thru July 31, 2026. Instructions are in the IFB Document. Early Bid submittals are highly encouraged. Please do not call to inquire about the status of your bid, as this information will not be released.
