Purchase Order Number: 31310026P0001 Notice Type: Special Notice Title Membership for Electric Power Research Institute various software users� groups [Human Reliability Analysis, Fault Tree Reliability Evaluation Expert and Integrated Risk Technologies]. Synopsis The U.S. Nuclear Regulatory Commission (NRC) intends to award a non-competitive, firm fixed price purchase order to Electric Power Research Institute, 1300 West W.T. Harris Boulevard, Charlotte, NC 28262-8500 for the project entitled �Membership for Electric Power Research Institute various software users� groups [Human Reliability Analysis, Fault Tree Reliability Evaluation Expert and Integrated Risk Technologies].� The acquisition is conducted under the authority of Federal Acquisition Regulation (FAR) 6.103-1 only one responsible source and no other supplies or services will satisfy agency requirements, which provides that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The designated North American Industry Classification System (NAICS) Code is 513210-Software Publishers. The anticipated period of performance is five years. Background The Electric Power Research Institute (EPRI) is an industry consortium that arose from government attempts in the late 1960s and early 1970s to incentivize research and development on the part of electric utilities to address substantial power outages. EPRI, among other things, maintains several software-based methodologies that are used by NRC licensees and various NRC staff to conduct nuclear analyses. Objective The purpose of this acquisition is to obtain membership and licensing agreements on the following EPRI�s software suites: HRA Calculator Users Group (Human Reliability Analysis) FTREX Users Group (Fault Tree Reliability Evaluation Expert) IRT Users Group (Integrated Risk Technologies) Contact This Notice of Intent is NOT a request for proposal NOR a solicitation of offers; however, if any interested party believes they can meet the above requirements, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirements. Additionally, in order to perform work for the NRC potential sources must be free of organizational conflict of interest (OCOI). A determination not to compete this proposed procurement based on responses to the notice is solely within the discretion of the Government.
