Description
This is for a solicitation to be issued to EMCUBE Inc. (CAGE 02NW1) on a sole source basis for a cost-plus-fixed-fee level of effort type contract for acquisition, systems engineering, cybersecurity, training, and Research & Development (R&D) support services. The Period of Performance is 60 months (if all Options are exercised). An award notice will be publicized. The aforementioned support includes and requires the following: A. Nuclear Weapons Security (NWS) Acquisition, Systems Engineering, and Training Support such that the Contractor shall provide systems engineering services to SP207 Division in support of the Integrated Nuclear Weapons Security Systems (INWSS) acquisition, operational support and information assurance strategies. The Contractor shall provide cyber security support, including acting as the SP207 Information Systems Security Officer (ISSO), for coordinating, implementing and enforcing information system security policies, standards and methodologies. As SP207 and the prime contractor for NWS interface with other entities, the cyber security support shall extend beyond SP207 and the prime contractor, to interface with other entities. Any such activities shall be coordinated with the Contracting Officer�s Representative (COR) and SSP Chief Information Officer (SPCIO) as may be needed. The Contractor shall also provide analysis and recommendations for concepts of operations, organizational structures and alignment, alternative technical and programmatic approaches, future technologies and specific problem identification and resolution relative to the INWSS acquisition and operational support strategies and prime contractor�s statements of work, prime contractor�s INWSS acquisition and sustainment strategies; assist with evaluations of the INWSS prime contractor relative to contract requirements including performance parameters, cyber security and operational metrics; evaluate the prime contractor performance regarding incentives scoring and provide recommendations for modifications to address programmatic changes and emerging issues. The Contractor shall conduct necessary travel to perform these support activities. B. NWS Procurement Project Programmatic, Systems and Cyber-Security Engineering Support such that the Contractor shall support SP207 Division INWSS procurement project activities, including developing, reviewing and providing recommendations on project and technical aspects. Cyber security support, including acting as the SP32 ISSO for coordinating, implementing and enforcing information system security policies, standards and methodologies for procurement projects. As SP207 and the prime contractor for NWS interface with other entities, the cyber security support shall extend beyond SP207 and the prime contractor, to interface with these other entities. Any such activities shall be coordinated with the COR and SPCIO as may be needed. provide analysis and recommendations for project concepts of operations, organizational structures and alignment, training and logistical support planning, alternative technical and programmatic approaches, advanced technologies and specific problem identification and resolution relative to INWSS procurement projects during the project development and implementation The Contractor shall provide analysis and recommendations for concepts of operations, organizational structures and alignment, alternative technical and programmatic approaches, future technologies and specific problem identification and resolution relative to the INWSS acquisition and operational support strategies and prime contractor�s statements of work, prime contractor�s INWSS acquisition and sustainment strategies; assist with evaluations of the INWSS prime contractor relative to contract requirements including performance parameters, cyber security and operational metrics; evaluate the prime contractor performance regarding incentives scoring and provide recommendations for modifications to address programmatic changes and emerging issues. The Contractor shall conduct necessary travel to perform these support activities; and C. NWS Research and Development Support such that the Contractor shall review, conduct assessments and evaluations, and provide recommendations on NWS special studies, NWS Research and Development Technology Projects, associated transition plans to include required production, integration, safety, cyber, electromagnetic environmental effects, and operational planning, and associated integration testing appropriate for capabilities and projects as directed by the Government. The Contractor shall conduct necessary travel to perform the above support activities. The contract award is estimated to be in December 2026, and the applicable NAICS code for this requirement is 541661. The applicable Product Service Code is R425 (Support- Professional: Engineering/Technical). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen (15) days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
