PLEASE NOTE THAT THIS IS A REQUEST FOR INFORMATION (RFI) not a Sources Sought Notice (SSN). ALSO NOTE THAT THIS IS AN 8(a) SET-ASIDE. This is a non-personal service(s) contract to provide Enterprise Classroom Modernization Support. This contract is to provide support for classroom modernization efforts, basic facility maintenance and inspections for the Military Sealift Command (MSC) Training Center East (MSCTCE) co-location and utilization of the Transportation School facilities and training areas located on Joint Base Langley-Eustis (JBLE), Virginia. The Transportation School is assigned to 12 separate buildings comprised of 37 classrooms, administrative, and storage spaces. Modernization of MITD classroom, facilities and training areas is a deliberate continual process, and with shared use by MSC, is critical to the overall safe and efficient training for Army Rail, Cargo Handling, Maritime Soldiers and MSC Civilian Mariners. The Contractor shall provide a Contract Manager to be responsible for the performance of the services. The Contract Manager is not required to be on site. The POC shall have full authority to act for the Contractor on all contract matters relating to daily operation of this requirement and shall be available between the hours of 0900 through 1600 hours daily. The Contract Manager will perform a variety of services involving inspections of work performed by others; preparation, submission, and tracking of classroom and facility work requests, service orders, facility technical approvals for self-help projects; minor repairs and maintenance; safety and occupation health inspections; key control; and facility requirements for the installation of training devices in classrooms and laboratories located in buildings 405, 460, 461, 462, 464, 465, 466, 650, 839, Landship, 2743 and 2750. Applies multi-skilled trade practices and provides technical recommendations on whether work should be accomplished in-house or referred to a Ft Eustis activity or contracted out. Has full understanding of Occupational Safety and Health Administration (OSHA) facility standards. The objective of this contract is to provide enterprise classroom modernization, maintenance and facility service support IAW the PWS and applicable JBLE 733rd Civil Engineering Squadron (CES) administrative requirements. Ensure customer satisfaction in the preparation, submission, and tracking of classroom and facility projects. Contractors will always perform in a professional and businesslike manner and provide the required coordination and administrative functions with the JBLE CES, United States Army Transformation and Training Command (T2COM) Enterprise Classroom Modernization office, and other JBLE agencies (e.g., Fire Department, Safety) to ensure the operational readiness of all MITD classroom, laboratories, and training areas. This is a new requirement established to support MSC Training Center East co-location to JBLE with MITD. Additionally, the Contractor must always maintain an adequate, qualified workforce for the uninterrupted performance of all tasks defined within this PWS without augmentation by Government personnel (active duty or civilian).
