Description

The Gulf Coast Veterans Health Care System (GCVHCS), Network Contracting Office (NCO) 16, Biloxi, MS, is issuing a combined synopsis / solicitation for commercial services prepared in accordance with the format in FAR Subpart 12. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-06 (eff. 10/01/2025) FAR Deviation NOV 2025 (eff. 11/19/2025) VAAR DEVIATION APR 2025 (eff. 04/01/2025) VAAM Alert 26-01 (eff. 10/01/2025). Acquisition Policy Flash 26-23 (eff. 11/19/2025). The solicitation number 36C25626Q0376 is issued as a Request for Quotation (RFQ). The NAICS code is 541350 and the size standard is $11.5M. This requirement is for a 100% set-aside Service-Disabled Veteran Owned Small Business (SDVOSB) and will be firm-fixed-price. Offerors may be required to provide information to demonstrate that at least 51 percent of the cost of personnel for contract performance will be spent for employees of the SDVOSB concern or of other SDVOSB concerns. The closing date for this notice is 12:00 PM CT February 20, 2026. The requirement is for the following: The contractor shall perform services to locate, map, test and inspect, all smoke and fire dampers, inclusive of repair work, at the Joint Ambulatory Care Center, 790 Veterans Way, Pensacola, FL. Services shall be provided, in accordance with the terms and conditions of the contract, as needed. (See Statement of Work for additional detailed information.) Contractor to provide services in accordance with terms and conditions of the contract for the period of February 27, 2026 through June 27, 2026. To be eligible for award of a contract, vendor must be actively registered in the SAM database (https://sam.gov/content/home).
