INTRODUCTION Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of Idaho National Laboratory (INL) for U.S. Department of Energy (DOE), is seeking an Expression of Interest (EOI) from qualified vendors capable of providing Service Contract Labor Standards (SCLS) covered electrical services for BEA-managed properties. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. To sustain safe and reliable operations, BEA seeks vendors who can provide electrical services covered by SCLS. Electrical services include preventative and corrective maintenance, troubleshooting and repair, installation/relocation/modification of existing systems not covered by Davis Bacon Act, Lockout Tagout Support, and third party management where specialized electrical services are necessary. Selected vendors will be expected to: Provide qualified and appropriately licensed Journeyman Electricians. Ensure adherence to INL safety, hazard analysis, and work control processes. Maintain accurate maintenance records. Coordinate schedules and work windows with BEA operations. Supply necessary tools, equipment, and certifications required for the work. Supply 24/7 support for emergent electrical service needs. Supply ~ 12 Full-Time Journeyman Electricians. PROCESS This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration. SUBMITTAL REQUIREMENTS Interested vendors should submit an Expression of Interest that includes the following: Company name and point of contact Description of electrical maintenance capabilities and service offerings Relevant experience with facility electrical maintenance in industrial, research, or government environments NAICS codes and business size classification Applicable safety training, certifications, and safety program summaries Summary of technical qualifications and personnel expertise Availability and capacity to support ongoing REC building maintenance needs Deadline for submission: June 1, 2026 Submit to: Chase.Egbert@inl.gov Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation.
