Sources Sought Notice Sources Sought Notice Page 4 of 4 *= Required Field Sources Sought Notice Page 1 of 4 The Department of Veterans Affairs, VISN 08, San Juan Caribbean Healthcare System (SJCHS) located at 10 Casia St., San Juan, PR 0021 intends to solicit a request for Quote (RFQ) from contractors for On-Site Phlebotomy Services. The authority for this procurement is Title 38 USC 8153, Health Care Resources (HCR) sharing Authority, and Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services. The VA anticipates issuing a Small Business Set-aside solicitation for this requirement on or about April 16, 2026. Interested contractors will be responsible for downloading copies of the solicitation, attachments, and any subsequent amendments from this website. No hard copies will be made available. Period of Performance: The anticipated period of performance for this contract will be from 07-01-2026 through 06-30-2027 for the base period. The solicitation will provide instructions to contractors about the responses to the RFQ submission process. In accordance with FAR Overhaul 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) under the applicable North American Industry Classification system (NAICS) Code. Contractors may obtain SAM information at https://sam.gov. Registration in SAM is free, and potential Offerors are encouraged to visit the SAM website as no contract can be awarded to any Offeror not registered in SAM.gov. The NAICS Code for this procurement is 621511 (Medical Laboratories) with a Small Business Size Standard of $41.5 million. The classification code is Q702 (Technical Medical Support).
