Description
1. Intent of the Government The Marine Corps Installations Pacific (MCIPAC) Regional Contracting Office (RCO), Camp Butler, Okinawa, Japan, intends to award a firm-fixed-price, sole-source purchase order to Templar Medical Training Solutions. Requirement Description: The purpose of this requirement is to procure operational and sustainment advanced trauma medical care training to equip Marine Corps staff with Role 1 and Role 2 medical capabilities. This training will provide in-depth instruction on pre-surgical and surgical lifesaving interventions. The training is scheduled to be conducted between August 10 and August 27, 2026. This Notice of Intent is not a request for competitive quotes. It is published to fulfill the public notification requirements of Federal Acquisition Regulation (FAR) Subpart 5.2 and to determine if any other responsible sources possess the capabilities necessary to meet this specific requirement. 2. Instructions to Interested Parties While the Government intends to communicate solely with Templar Medical Training Solutions, all responsible sources that believe they can provide the required services are encouraged to submit a Technical Capability Statement. To establish capability, interested vendors are required to submit official documentation from the United States Marine Corps Training and Education Command (TECOM) proving their company has received active approval for Live Tissue Training (LTT) for the Marine Corps. The Government will review all capability statements received prior to the closing date of this notice. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this, or future, iterations. 3. Submission Requirements The MCIPAC RCO requests that capable vendors submit a Technical Capability Statement demonstrating their ability to perform all requirements identified in the draft Performance Work Statement (PWS). The capability statement shall not exceed three (3) pages in length, excluding the cover page. At a minimum, the capability statement shall address the contractor's ability to: Schedule Alignment: Direct confirmation of the contractor�s ability to provide the required services between the dates of August 10 � 27, 2026. TECOM Authorization: Verifiable proof/official documentation of active TECOM approval for conducting Marine Corps LTT. Technical Capability: Tailored documentation supporting the vendor's specialized experience and technical capacity to fulfill the advanced pre-surgical and surgical trauma training requirements. 4.
