Description
THIS IS A DRAFT REQUEST FOR PROPOSAL (RFP). The intent of this draft RFP is to obtain information and field questions/concerns from potential offerors. A formal solicitation will be announced at a later date. This pre-solicitation post is not to be construed as a commitment of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. The information obtained as a result of this announcement may be reflected in the subsequent solicitation. This announcement is a Government market survey and it may result in revisions of the acquisition strategy based on industry responses. Offerors are responsible for monitoring this website for changes to this notice and the formal solicitation announcement. Any comments and/or questions regarding the draft attached documents must be submitted in writing through email to the points of contact by 1600 PST 7 November 2025. This draft solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract to define, design, and build technologies and space-based systems for the Space Domain Awareness mission area. The proposed contract will be for a competitive firm fixed-priced (FFP) contract procured in accordance with (IAW) Federal Acquisition Regulation (FAR) part 15 Contracting by Negotiation. The subject draft RFP is for the RG-XX acquisition. This pre-solicitation release is a critical part of market research and acquisition planning. Its purpose is to foster early engagement with industry partners and gather feedback to refine and improve the clarity, feasibility, and overall quality of the final solicitation. The Government is specifically requesting detailed comments and recommendations on the following documents and areas of focus: Technical Requirements Document (TRD). Please pay particular attention to the requirements designated "to be resolved" (TBR). The Government is seeking feedback on feasibility, clarity, testability, and potential cost drivers. Design Reference Missions (DRMs). The Government requests feedback on the realism and comprehensiveness of the DRMs in representing the intended operational environment and use cases. SF 33 Section L. The Government is seeking feedback on the clarity of submission instructions, practicality of response timelines, and any potential for undue burden on offerors. SF 33 Section M. The Government is seeking feedback on the clarity of the evaluation criteria and their alignment with the program's key objectives. Specifically, the Government requests feedback on the Highest Technically Rated Offeror (HTRO) source selection methodology and criteria. Statements of Work (SOWs). The Government requests potential offerors to review the SOW for the minimum order (delivery order 1) and the template SOWs representative of future delivery orders for clarity of scope and deliverables. Please submit your feedback utilizing the attached Comment Resolution Matrix no later than 1600 PST 7 November 2025 to hannah.schulz.1@spaceforce.mil and kevin.sequeira@spaceforce.mil. This draft solicitation contains Controlled Unclassified Information (CUI). Potential offerors must request permission to receive CUI documents through this SAM.gov. Request access via SAM.gov. When requesting access to the CUI attachments, please provide the CAGE code that is associated with a compliant NIST SP 800-171 assessment. **AMENDED 10/23/2024: 1. This amendment added POCs to send feedback to and also directions for how to receive access to CUI.
