Description

This pre-solicitation notice is prepared in accordance with FAR 5.2. Proposals are not being requested at this time. This pre-solicitation notice shall remain posted until the formal solicitation is issued. This draft is published to ensure transparency. A final solicitation will only be issued to the sole-source recipient upon formal approval of the statutory follow-on determination (10 U.S.C. � 4022). The purpose of this pre-solicitation notice is to inform industry that the Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) intends to award a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for MK 66 Mod 0 Heavyweight Undersea Training Targets (HUTT), engineering services for future upgrades and enhancements, and support equipment kits. The resultant contract will contain provisions for delivery and task orders to be awarded on a Firm Fixed price (FFP) basis. It is anticipated the single award IDIQ will have an ordering period from the date of contract through sixty (60) months after date of award. This requirement is a sole source follow-on production contract to an Other Transaction Authority (OTA) in accordance with 10 U.S.C. � 4022 (Authority of the Department of Defense to carry out certain prototype projects) & DFARS 206.001-70 (Exception for prototype projects for follow-on production contracts). The incumbent from the OTA is SAAB Inc. (CAGE Code 1EG52). The agreement N666041890001/N666042493202 was competitively awarded through the Undersea Technology Innovation Consortium (UTIC) 23-01-003. The anticipated release date of the RFP N66604-26-R-0230 is August 2026. The applicable North American Industry Classification System (NAICS) Code for this requirement is 336612 with a size standard of 1000 employees. The attached DRAFT solicitation documents are provided for advanced planning. This pre-solcitation notice and DRAFT solicitation documentation does not constitute a formal solicitation or an Invitation for Proposals, not will this issuance restrict the Government as to its ultimate acquistion approach. There is no final solicitation available at this time.
