Description
INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-build minor construction project #618-195, Renovate Building 73 Interior, Building 73, Minneapolis VA Medical Center located at One Veterans Drive, Minneapolis, MN 55417-2309. PROJECT DESCRIPTION This project is to provide comprehensive design-build services for interior renovations of space within Building 73 on the Minneapolis VA campus to accommodate new operation needs to include replacement of worn finishes, repairs of HVAC components, and construction of interior partitions to improve the efficiency of the space. The design and construction shall meet Minneapolis VA Medical Center requirements defined in the SOW. ADMINISTRATIVE The anticipated solicitation will be issued as a Request for Proposals (RFP) in accordance with FAR 36.101-2 Use of Two-Phase Design Build Selection Procedures and FAR Part 15 Contracting by Negotiation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside and will be evaluated in accordance with the lowest price technically acceptable (LPTA) procedures listed in the solicitation. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in December 2025. The period of performance is approximately 370 calendar days from the issuance of the notice to proceed. The magnitude of construction is between $500,000 and $1,000,000. This notice is not a request for competitive offers.
