Kerr, Operations and Maintenance This solicitation is issued as a Competitive 8(a) small business set-aside Request for Proposal under FAR Part 15. This solicitation is restricted to 8(a) participants. This is a combined synopsis/solicitation for the acquisition of commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-06 effective August 27, 2025. The associated North American Industry Classification System (NAICS) code for this procurement is 561210 with a size standard of $47,000,000.00. The associated PSC code is S216. The U.S. Army Corps of Engineers, Wilmington District requires an Operations and Maintenance contract located John H. Kerr, Boydton, Virginia. Period of Performance is 365 days from the date of award. This solicitation incorporates by reference FAR 52.212-1 and 52.212-4, addenda are attached. This solicitation incorporates FAR 52.212-2. Evaluation factors included in paragraph (a) are: The offeror is registered in SAM with no active exclusions. The offeror has submitted a Technical Proposal that clearly demonstrates the ability to meet all requirements set out in Enclosure 3 � Instructions to Offerors. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services with their proposal.
