Description

The Bureau of Energy Resources (ENR) seeks to establish a single-holder interim Blanket Purchase Agreement (BPA) to sustain and enhance the Department's longstanding foreign assistance initiatives in the global energy and mineral sectors. This acquisition builds upon the successful implementation of two previous single-holder BPAs-Energy, Governance, Reform, and Development I and Energy, Governance, Reform, and Development II -which have delivered measurable results in advancing U.S. strategic interests abroad. The primary objective of this BPA is to ensure seamless, uninterrupted support for global foreign assistance programs managed by the Bureau of Economic and Business Affairs' Office of Energy and Sustainable Communities (EEB/ESC). The agreement will provide a full spectrum of technical expertise, capacity-building, and advisory services necessary to advance Administration priorities, including strengthening energy and mineral supply chains, promoting transparent governance, and fostering sustainable economic growth in partner countries. This BPA is designed to maintain program momentum and operational continuity during a critical transition period, while allowing sufficient time for the Department to conduct a comprehensive acquisition planning process for a new long-term BPA anticipated in FY26-27. The selected vendor will be required to demonstrate proven experience, global reach, and the ability to manage complex, multi-faceted projects in diverse and challenging environments, ensuring that the Department�s mission objectives are met efficiently and effectively. The estimated value of this requirement is with a period of performance consisting of a one-year base period and an additional six-month option period.
