Description

The National Cemetery Administration (NCA) is one of three Administrations within the U.S Department of Veterans Affairs (VA) that provide for the delivery of services and benefits to Veterans. NCA is responsible for providing cemetery services to Veterans and other eligible persons pursuant to the provisions of the National Cemeteries Act of 1973 and other statutory authority and regulations (38 U.S.C. 2306, 38 U.S.C. Chapter 24, 38 CFR Parts 38-39). NCA�s responsibilities include the operation and maintenance of 156 national cemeteries and the construction of new national cemeteries. The National Cemetery Administration (NCA) is contracting this 33.6-acre cemetery expansion project to increase the burial capacity of Jefferson Barracks National Cemetery (JBNC) to serve veterans in the St. Louis area. The proposed development will provide continued service to an estimated Fiscal Year (FY) 2024 veteran population of approximately 208,000 within a 75-mile service area. The purpose of this Phase 1 Expansion and Development project for Jefferson Barracks National Cemetery is to enable the existing national cemetery to continue to provide for an additional 15-year inventory of the more efficient casketed, double-depth, pre-placed crypts before depletion of the current inventory and extend the full range of burial options until FY 2045, as well as provide several nominal cemetery operational and infrastructure improvements within the older cemetery grounds. Pursuant to the authority of 38 U.S.C. 8127 (Public Law 109-461) and in accordance with VAAR 815.101.370-Tiered Set-Aside Evaluation (DEVIATION), this acquisition will be set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns utilizing a tiered set-aside evaluation approach, including other than small businesses, to minimize delays in the re-solicitation process.
