Description

Contractor Inquiries Boiler Plant Services Solicitation Are new gaskets for manways, handholes, and doors provided by the VA or contractor for the annual internal inspections on the boilers and DA Tank & Condensate tank? All Gaskets are to be provided by the contractor If the inspector identifies deficiencies during the internal or external inspections, is the contractor responsible for repairing them under this contract or will the VA want a quote submitted to them for deficiencies and approval? The VA will want a quote to repair. Are confined space ventilation systems provided by the VA for internal inspections? No. Contractors must provide all equipment necessary for confined space entry. Are replacement parts beyond consumables covered under this contract or funded separately? Any parts not specifically stated in the SOW would be funded separately. For repairs, if a major component fails (valve actuator, analyzer, PLC module), will the government issue a separate repair order? The VA will want a quote to repair. May boilers be tested back to back for safety device testing in a week, while still maintaining the N+1. For example, Boiler 1 is tested Monday, then Boiler 2 Tuesday, Boiler 3 Wednesday, etc? Yes. If the boilers are allowed to be tested in a single week, can the plant warm up all the boilers prior to a scheduled site visit, if 2 weeks of advance notice is given? If boilers are operational, they can be warmed up, etc. at any time. Are weekends and nights permitted for work with prior approval? Maybe. Times of day and day of week are flexible depending upon operational requirements. This would be determined by the COR or designee on a case-by-case basis. Does the site have passwords and codes for HMI access on the boilers for combustion tuning and adjustments? Yes. During the site visit the Deaerator Tank was noted as having current leaks and needs parts of the shell replaced. Is the VA having a separate contract to repair this or is this part of this solicitation?� There is nothing wrong with the deaerator tank. The leaking tank is the condensate tank. The repair of the condensate tank is not part of this solicitation.
