This upgrade will include electronic cores and keys, software, key chargers, and remote programmer station. Also, installing motion intrusion equipment and security cameras monitored by VA Police, upgrading fire doors with security wire mesh embedded glass, adding metal exclusion cages around select windows, and installing emergency door marker signage for identification purposes. 657-26-105 Update Interior Physical Security at The Saint Louis, Missouri VAMC as required by drawings and specifications. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $2,000,000.00 to 5,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction $45.0M. The duration of the project is estimated to be 365 calendar days for the base bid after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 25 percent of the General Construction labor for NAICS Code 236220. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. In accordance with FAR 52.204-7, registration in SAM (System of Award Management) is required and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, prospective contractors must be registered in SAM (System of Award Management) and in the VetBiz databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetBiz information at http://vetbiz.gov. The solicitation, including specifications and drawings, will be posted to beta.Sam.gov (https://beta.Sam.gov) on or about February 10, 2026. The offeror is responsible for monitoring and download any amendments from the Federal Business Opportunities website, which may be issued to this solicitation. Only one site visit walk-through on February 13, 2026, and information session (pre-solicitation) will be scheduled, attendance is highly encouraged for any responsible sources to submit an offer which shall be considered by Department of Veterans Affairs.
