Description
1. Disclaimer This is a Sources Sought notice for market research purposes only. It is not a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). The U.S. Government is not committed to issuing a solicitation, awarding a contract, or paying for any expenses incurred by respondents. All submissions will become Government property and will not be returned. Interested vendors are responsible for monitoring any subsequent announcements. 2. Purpose The purpose of this notice is to: � Identify potential sources with the capabilities to meet the requirements. � Gather feedback on the proposed acquisition strategy. � Allow industry partners to express interest in this potential procurement. 3. Project Overview The 55th Wing at Offutt AFB anticipates a requirement for an Architect-Engineer (A-E) services contract. The Government contemplates awarding up to five (5) Single-Award Task-Order Contracts (SATOCs) to be used on an as-needed basis. � Projected Capacity: The total ordering capacity for each SATOC is projected at $49,000,000. � Anticipated Award Date: September 2026. � Location: Work will include design and investigation for construction projects on Offutt AFB and off-site facilities in the eastern Nebraska area. � Services Required: The contract will include a broad range of A-E services. While not an exhaustive list, these services may include: o Architectural o Blast Protection o Civil Engineering o Communications Engineering o Electrical Engineering o Environmental Engineering o Fire Protection o Interior Design o Mechanical Engineering o RF Shielding o Structural Engineering 4. Scope of Services The A-E firm must be familiar with Offutt AFB facility design standards, antiterrorism (ATFP) requirements, CAD standards, and other applicable government codes. The scope of services includes: Service Type Description Title I (Type A) - Investigation & Analysis Includes studies, reports, design and constructability reviews, peer reviews, surveys, and cost estimates. Title I (Type B) - Design Includes programming, comprehensive planning, area development, and design for new facilities, as well as renovation, repair, and maintenance projects. Deliverables may include conceptual sketches, presentation drawings, final construction drawings, BIM/GIS files, cost estimates, and engineering studies. 5. Submission Requirements: Capabilities Statement Interested vendors should submit a single PDF document addressing the following items. Required Information 1. Company Information Company name, address, CAGE code, and UEI number. Provide a primary point of contact with their phone number and email address. 2. Relevant Experience A completed Experience/Capability Worksheet demonstrating experience with similar projects performed within the last ten years. For each project, describe the scope, its value in U.S. dollars, and whether your firm acted as the prime or subcontractor. Include experience in areas such as environmental studies, demolition design, structural investigations, and construction supervision. 3. Acquisition Feedback Information on any constraints or considerations the USAF should be aware of to assist in acquisition planning and contract execution. Note: A company must have an active registration in the System for Award Management (SAM) at sam.gov to be eligible for contract award. 6.
