DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K) Acquisition Plan Action ID:__36C245-26-AP-2755 � __ Contracting Activity: Department of Veterans Affairs, VISN 05, Louis A. Johnson VA Medical Center FMS Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Temporary Chiller, Air Handler and generator, 255k Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is an urgent and compelling need due to an Air Handler being down in the commercial laundry of the Medical Center. The temperature is forecasted to go to 90 degrees Fahrenheit on Monday 5/18/2026. United Rentals is a local company that can have the equipment up and functioning by Monday 5/18/2026. Description of market research conducted and results or statement why it was not conducted: Cursory market research was performed. Most local equipment rentals within the immediate area do not have the equipment to support this need. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
