Description

Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Fish and Wildlife Service (USFWS), Acquisition & Property Operations, announces its intention to award a firm fixed price sole source contract through the Abernathy Fish Technology Center. This contract will include Qiagen products and is authorized under FAR Part 12.102(a) for acquisitions at or below the simplified acquisition threshold (SAT) of $350,000. Qiagen, LLC 19300 Germantown RD Germantown, Maryland 20874 The North American Industry Classification System (NAICS) code for this requirement is 325413, In-Vitro Diagnostic Substance Manufacturing. USFWS requires Qiagen proprietary products that are critical to the Pacific Region Fisheries and Aquatic Conservation Program and the Abernathy Fish Technology Center (AFTC). Qiagen manufactures specialized, patented consumables and reagents essential for USFWS genetic analysis workflows. These items are only available directly from Qiagen, as the company does not distribute through resellers. Prior attempts to substitute other suppliers have resulted in unreliable and inconsistent results that fail to meet mission requirements. The required supplies support multiple genetic research projects and mission critical responsibilities under USFWS recovery plans. Because Qiagen retains exclusive control over its patented technology, proprietary formulations, and direct sales distribution model, no other responsible source can provide the supplies necessary to maintain continuity of operations and ensure data integrity. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
