PROJECT DESCRIPTION The 156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue a Request for Quotes conducted under the Revolutionary Federal Acquisition Regulation (FAR) Part 12 procedures for commercial services to award a single firm fixed-price contract for services, non-personal, to provide all supervision, transportation, labor, materials, equipment, fuel and any other needed materials and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished items, to supply and install two 5-ton units and one 4-ton unit, as well as the replacement of an existing 8-ton condensing unit. The main purpose of this project is to have an adequate temperature and humidity control in the affected areas at Bldg.3 Punta Salinas Radar Site, Toa Baja ANG Base, Puerto Rico. Building 3 serves as the main building for the Combat Communication Squadron and part of the 156th Wing. Currently, the internal structure consists of AC rooms in used for communication servers connected to unconditioned corridor main causing a major temperature and humidity differential, causing mildew growth and musty odors Work shall be in accordance to drawings contained in the Statement of Works (SOW) incorporated in this solicitation. Contract completion time is 60 calendar days after receipt of contract to include inspection and punch lists. KEY SOLICITATION DETAILS: Set-Aside: 100% Small Business Set-Aside NAICS Code: 333415 - Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing Small Business Size Standard: 1,250 Employees Magnitude of Construction: The Government's Target Price Range for this project is between $25,000 and $100,000. Period of Performance (PoP): 60 Days after receipt of contract SITE VISIT INFORMATION: Our agency will host a site visit on July 21, 2026, 9:00 AM AST (local time), to be held at the 156th Wing Combat Communications Squadron Punta Borinquen Air National Guard Base, Toa Baja, P.R. Interested contractors are encouraged to attend. Although not mandatory, scheduled site visit is critical. We are trying to mitigate potential risks and damages for the government and contractor by showcasing the project level of effort. We suggest you carry all necessary material to take notes/measurements during the visit, as needed. No questions will not be answered during the visit, instead they will be answered in writing by responding to questions via requests for information (RFI), The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov. IMPORTANT BASE ACCESS NOTICE: 156th Wing Combat Communications Squadron Punta Borinquen Air National Guard Base is a secure Air Force installation. Access is controlled strictly by security forces. For those processing on-site, you must bring a valid state/federal ID, current vehicle registration, and proof of vehicle insurance. Concealed carry, open carry, and personal firearms of any kind are strictly prohibited on the installation.
