THIS IS AN INDUSTRY DAY ANNOUNCEMENT; ISSUED BY THE NAVAL SEA SYSTEMS COMMAND (NAVSEA), ON BEHALF OF THE U.S. NAVY AND THE MEDIUM LANDING SHIP PROGRAM OFFICE (PMS 347) FOR MARKET RESEARCH, INFORMATION AND PLANNING PURPOSES ONLY. PMS 347, LSM Program Office, will be conducting an Industry Day on December 19, 2025, for the Medium Landing Ship (LSM) Program. The Navy is seeking participation from U.S. based Vessel Construction Manager (VCM) firms. The purpose of this engagement is to provide an overview of the LSM Program and to facilitate input from industry for market research purposes to best inform potential acquisition strategies for management of vessel. The Navy envisions to procure 18 - 35 LSM vessels to provide the U.S. Marine Corps with distributed maneuver and logistics capability. PMS 347 is exploring the use of a VCM to assist with this procurement. VCM tasks may include selection and award of shipbuilding efforts, configuration management of the design across multiple shipyards, oversight of shipyard construction, negotiation and/or purchase of class standard equipment to be used by all shipbuilders, provisioning, crew training, and turnover to a Government crew. Note: This is NOT a "bidder�s conference,� and this announcement is NOT a contract, request for proposal, a promise to contract, or a commitment of any kind. No attendee firm should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. The Government will not assume liability for costs incurred by any offeror for travel, presentations, marketing efforts or data offered for examination; therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government.
