Description
A Justification and Approval (J&A) for Other Than Full and Open Competition (JOFOC) for brand name was originally posted with the solicitation posted on December 02, 2025, as Attachment 2 674-22-805 Specifications. The JOFOC starts on Page 419 of the attachment, as Attachment 7: Request for Sole Source Justification Format >SAT. A final approved JOFOC is anticipated and will be provided in a separate solicitation amendment. At solicitation issuance, the Government posted the brand name justification in accordance with Revolutionary FAR Overhaul (RFO) Part 11.204 requirements for documentation supporting the use of an item peculiar to one manufacturer. The version posted at issuance was unsigned due to internal processing timelines, but it accurately reflected the Government s brand name rationale and requirement. The brand-name restriction itself was disclosed at issuance. The public posting requirement was satisfied at issuance. This approach is fully aligned with RFO intent and the RFO freedom to innovate principle. End of Amendment.
